Paul has worked in the public and private sectors, and academia for over 28 years specialising in local energy planning and accelerating energy infrastructure delivery, low carbon building standards and construction, supply chain development and sector training schemes, and ecosystems services. All hiss endeavours have been data informed and led with a demonstrable and tangible outcomes. Paul set up one of the BEIS Energy Hubs, now DESNZ Net Zero Hubs, following the creation of one of the pioneer Local Energy Strategies for a four-county area, and has worked with local authorities to accelerate energy and carbon reduction projects and initiatives. He has an extensive project funding track record in Europe and in the UK achieved through co-creating and developing ideas with a multitude of partners from concept, through financial models and business cases to successful delivery. Paul has worked at a University in the Faculty of Business and Law specialising in securing research funding and practical delivery of civic decarbonisation initiatives resulting in sustainable economic development and local energy and carbon savings. He led the UK team on a European funded project with four other countries to develop a Land Use Opportunities Tool for local authorities to use for prospecting renewable energy projects. Paul has worked nationally for the Passivhaus Trust on supply chain training and commercial development to grow the green economy throughout the UK for both new build and retrofit. At Local Partnerships Paul is currently working on retrofit strategy development at county levels, regional skills assessment and clean energy job development in sub-regions, and innovative technical and financial solutions to city wide infrastructure development for multiple utilities.
